This study aims to describe the strategy of school principals, librarians, and
teachers in developing a qualified library at Nahdatul Ulama 1 Gresik Senior High School. The
method used was case study. The subjects included school principals, library chief, teachers,
librarians, and students. The data collection techniques were interviews, observation, and
documentation. The data were analyzed using descriptive qualitative method. The results of
the study are: (1) the school principal’s strategies were building commitment and awareness
of the school residents, advancing the library together, allocating substantial funds to advance
the library, locating the library in the most strategic places, make the library as the source of
learning and school activities, rebranding the name of the library, equipping library facilities,
enhancing librarians competence, and setting library network with various institutions; (2)
the library chief’s strategies were building a positive academic culture, designing library
based on the interests of learners, building information management systems-based library,
increasing the interest of school residents to visit and utilize library services, promoting
library collections to school residents; and (3) the teacher’s strategies were carrying out the
learning process in the library, encouraging independent learning activities in the library,
creating student work displays in the library, and creating class libraries.
