Abstract

This study aims to describe implementing local cultural moral values that have not
been prioritized by the Indonesian Ministry of Education, as the standard values of the main
character in schools. In addition, this study also describes the transformational leadership
behavior of school principals, based on a local culture-based approach. This research uses
a qualitative approach, a case study design. Data collection was carried out through indepth interviews, participant observation, and documentation study to achieve the research
objectives. Data analysis used a modified analytical analysis method. Meanwhile, the data
validity measurement was based on the level of credibility, transferability, dependability, and
confirmability. The results of the study explain that the moral values of local culture support
the strengthening of student character, and the application of transformational leadership
based on a local cultural approach is very effective in optimizing the implementation of
character education strengthening programs. This research was conducted in 2020 - 2021, at
State Junior High School 1, Catholic Private Junior High School, and Islamic Private Junior
High School in West Flores, East Indonesia.
